Cannot run ./dbca on 19c db install, Windows 11 [INS-08802]

I unzip WINDOWS.X64_193000_db_home.zip and run setup.exe successfully. Then i go to Oracle_Home/bin and run ./dbca.bat and get the following error: [INS-08802] Unable to instantiate the View class referred by View ID "'DBCreationModeUI'"
