Ship Confirm not enabled for sales order delivery

I am trying to do SHIP confirm on a sales order line, it is in PICKED status, the form shows that the next step is SHIP CONFIRM. But action is not enabled. I verified I have the shipping grants for the role.

The Shipping exception form has the below error even though my order is not an export order and its shipping within US.

"Delivery Requires Export Compliance Screening before SHIP Conform"

WSH_PR_ITM_REQD,

this looks like a standard oracle message not a custom one, can someone tell me why its doing this check. Is there some indicator on the line or delivery or how can I pass this check to enable Ship Confirm?
