Why is ECC V12 changing Flexfield setup unrelated to ECC dashboards?

Recently upgraded EBS 12.2.11 with ECC V7 to ECC V12
The upgrade includes applying Patch 35921498:R12.SCM_PF.C
Some Setup like Descriptive Flexfield Segments and Concurrent Program Default parameter values was forcibly overwritten to default by patches like 35921498 that ran FNDLOAD with CUSTOM_MODE=FORCE
For example invdflx.ldt that did unfreeze; reset Reference Field and more.

I can see that ECC V13 is still including Patch 35921498:R12.SCM_PF.C
Please fix this problem so we will be abe to upgrade to ECC V14 without needing to manually fix Flexfield setup again.
