Encountered PRVG-11409 when adding node to cluster

We have a 2-node 19cU22 RAC cluster on RHEL8. I removed a node, using gridSetup.sh, in order to rebuild it. When adding the node back in, I ran both gridSetup.sh and $GRID_HOME/addnode/addnode.sh from the node that was still on the cluster, but had the same result for both - PRVG-11409 "These nodes already appear to be part of the cluster <node I am adding>". Cluster software doesn't exist on the node that is being added, yet the node that is on the cluster seems to "think" that the node being added is part of a one node cluster. How do
