Oracle Database Appliance Console - Jobs not running

I have a model BM x7 HA2 database appliance version 19.8. I noticed that the cleanup jobs for dcs, database, gi are not running. The policies are all there. The jobs should be running daily but they stopped running around the time of the previous upgrade. I can run the jobs manually without any errors. But they don't run automatically. I restarted the DCS agent but that didn't get them started. Where else should I be looking?
