Inquiry Regarding Upgrade to EBS R12.2.13 and Database 19.2.4

We are currently running EBS Release R12.2.5 and are planning to upgrade to R12.2.13. Additionally, our database is on version 12.1.2, and we would like to upgrade it to 19.2.4.

Do we need a third part company to do these upgrades for us or can our IT Team do that easily? If not, Could you please provide us with a cost estimate and the expected timeline for completing these upgrades?
