Is there a reason why the JSON converter works in Simulator but not in WF

The JSON converter in Siebel (BS: Siebel XSL To XML Convertor, Method jsontops) works (when externally exposed) perfectly in the business simulator. However it does not work when I put it in a workflow. It does not error out, just does not generate the PS. It does write it correctly in the log files though. Is there a known reason for this?
