Work Order Reval R30837

HI, i'm trying to implement the R30837 - after changing the cost for 2 items, for one the wip reval happen, for another one no. Anyone can help understanding if there's any flag or something that is preventing an item to be reval ?

The flag on F4105 CCFL is set to 1 on both item before running the R30837
