Unable to see Bulk Update button on some BPs

In Unifier v24.8, we do not have the Bulk Update button for some BPs at either shell or company level. They have the permissions for Bulk Edit set and we can Bulk Edit, but there is no option for Bulk Update. Anyone have suggestions as to what might be the issue? I redeployed the BP, reset permissions, reset internationalization, changed the log and the views in configuration, no luck
