Actuals in a planning scenario is not translating

We create a new scenario for each quarterly forecast cycle. Right now my scenario has Jan - Sep Actuals.

But the base local data will not translate to USD. The currency table is loaded with fx rates. I have translated and aggregated.

It worked fine and something went astray and now it won't translate.

The Actual Scenario is fine. It is a problem with other scenarios I created.
