19.24 update-server and the --local flag

For a couple of years now we have been using the --local flag when running update-server to patch one node at a time, in effort to reduce database downtime (not all of our apps handle RAC instance failover gracefully, so it's better to control when and how often RAC instances shutdown/restart). Last week we attempted to upgrade our X8-HA machine from ODA 19.22 to 19.24. The prepatch report was successful, so then we ran update-server with the --local flag on the node 0. We had to first work through some issues related to a process preventing CRS from stopping /cloudfs due to the file system being busy, but once we stopped the 3rd party daemon causing that issue, we successfully ran
