Suddenly appear resources and determine their origin and usages

I see strange behavior in OCI resources and wonder if anyone has any pointers for that. 

I got several arm VM instances deployed. They are all running well, except a few VMs became inaccessible.  When troubleshooting, the VCN subnet had changed to a different/uninitialized VCN, e.g., not attached to the internet gateway, no routing table, and no security configuration.  The subnet name got the substring something like "...oke...cluster8...",  I am assuming it is a by-product of the Kubernetes setup.   The strange part is when I search for the resource "cluster8", it returns several dozen devices.  Specifically, a dozen or more block volumes (50Gb) were allocated but not attached to anything.   Do you know how to verify if these HDs are not being used so
