App version R12.2.9

DB - 19c

select * from apps.fnd_application where application_short_name = 'CLE';
13014 CLE 29-MAR-12 122 29-AUG-05 121 0 CLE_TOP CLE SET1 SYNCED

then

select * from apps.fnd_product_installations where APPLICATION_ID = 13014;
select * from dba_users where username = 'CLE';

no records returned

does this mean CLE product needs to installed ? and does it require additional license
