exadata 12c simulation, kfod no connection to storage cells

Hello, im trying to install a exadata with 2 db-hosts and 2 storage hosts. All 4 machines using oracle linux 6.8.

Im using this guide for the configuration:

while using the cellcli, the error "CELL-02559: There is a communication error between MS and CELLSRV." occurs.

I already tried fixing this, after restarting the cell services the error occurs again.

after reading the alert log of the 2 storage hosts, it shows that the are directories missing in the /opt/oracle/cell12.1.1.1.0_LINUX.X64_131219/ dir.

the dir is being created after installing the rpm, after extracting the rpm, only this dirs are showing:
