Which security privs in P6v7 SP3 does a non-Admin Superuser need to see projects in Claim Digger?

The issue:

When I open Claim Digger as a non-Admin Superuser, I do not see any projects to select. I should see the projects that I have access to. See the attached image.

Pseudo workaround:

When I open Claim Digger as an Admin Superuser, I do see all projects. However, this is not an acceptable workaround because every user that needs to use Claim Digger would have to be an Admin Superuser..

So far:

We have worked with LoadSpring on this issue in depth and no resolution has been found. They asked that we reach out to Oracle for sustaining support on P6v7 SP3 Claim Digger, so here we are! There is no error thrown and the Select Project dialog opens but is empty.
