Non-federal Tax Override records populate into the P085303W/F085303W for W4 ESS from the R054101 bui

I built and tested ESS for W4 all the way through to Production, but before announcing it to the business I reviewed a few records and noticed that for some (not all) the data populated in the P085303W/F085303W was data/elections from state withholdings (like 05=California) instead of the Federal elections it is supposed to pull. Any troubleshooting or causes people may be familiar with? It's occurring with ~1/3 of our employees. Some it's the Additional Withholding, some it's the Dependent elections. No obvious consistent set up differences. Some people who have both federal and CA tax overrides records are fine,
