For Premium Earning code setup as Hours only, is the payment restricted to hours only?

We are seeing that a premium earn code that is setup as hours only for a long time now is erroring during pay calc that hours and earnings not allowed for that earn code. FYI, this earn code does goes through a custom process before Calc where its calculates at a flat amount. Any thoughts? Should we change the core earn code config to allow both hours and amount?
