Cannot install 19c DB on Windows 11 - OUI-67073:UtilSession failed

I am trying to install Oracle 19c database 19.3 (latest download from site) onto a Windows 11 Enterprise machine and the db setup.exe crashed upon clicking "install" in the final step of the GUI setup. In order to fix this I try to patch it with the latest 19.24 patch available: "Patch 36521936 WINDOWS DATABASE BUNDLE PATCH 19.24.0.0.240716". When I try to run the setup.exe to install the database pointing to the patch on a fresh db_home I get the following error: 

OUI-67073:UtilSession failed: Prerequisite check "CheckActiveFilesAndExecutables"

A screenshot is attached below of the install command + OPatch error log.

A precursory search of this error suggests that its a problem with services still running, but I ran this command immediately after booting from a full reboot and I do not see any extra processes running. Also, seeing as the log says "There are no active executables" I am not sure why the check failed.
