Unable to get password reset email from personal address

When onboarding a new employee we would like them to have the ability to resent their password using their home email and not just work email address.

So for example we attempted to submit a password reset when the "Home Email temp_email321@gmail.com was listed as default.

I did not get a response or email to reset my password. We then added temp_email321@gmail.com as a "Work Email". When I attempted to use the reset password link again I received an email with a link to reset my password.

The question is do we need to setup something specific to enable reset password link to someones personal email address.
