How to Track and prevent users from deleting Data Load Rule in Data Management

we have noticed that the Data load rule has been deleted by some user beacuse of which all historical data stored at Data management workbench tables got deleted.

Is there a way to track these activity and also way to restrict user access for DLR deletion on any location. We have to provide User- Data Integration create access as users need to regularly update the location mappings while loading monthly TB data.
