Internal sales order line status is Awaiting Supply, and not Supply Eligible

Hi,
I am creating an internal requisition for an ATO controlled item. After running Create Internal Orders, the ISO is created in shipping OU. ISO line status is going into Awaiting Supply, and not into Supply Eligible (expected result). I am creating an internal requisition manually and then associating with the ISO as a supply from Tools > Reservation Status > Supply. However, it is not happening automatically.
Please can someone advise what might be the reason behind this?
