Workcenter update Issues

I am updating one of our Workcenters through the Configure Pagelets page in Peoplesoft version 9.2. When I click on Activate Links Settings after making the updates, it gives me a warning box saying "There is no value in Group Label". In our test environment it directed me to a new page where I was able to enter NOT IN USE in the Group Lable. However, in our production environment the new page doesn't come up and I'm not able to make any updates and save my changes.

I found document ID 3029849.1 but did not see any recommended solutions. Has anyone else seen this before?
