Upgrading from 4600 to 4900 SBC my interfaces will not arp on the 4900

Is there anything special I need to do on the 4900 to get my interfaces up/up on the SBC? Am doing a backup on the 4600 and a restore on the 4900. Both are the same version and same product with the same entitlement. I am also updating the virtual mac on the 4900. Switch back to the 4600 all the interfaces restore. What am I missing?
