how to use IREP PARSER or create ildt file under windows

I need to create ildt file for soa gateway under windows.
running the perl command report the error: "Can't locate Class/MethodMaker.pm".
Doc ID 2007651.1 does not help…

How can I create the ildt file to setup the soa?
