common user created to 'alter pluggable database application' to begin upgrade but getting ORA-01031

Getting ORA-01031: insufficient privileges

This newly created common user has privs: sysdba. set container - to move to the application root. Not sure what else is needed. Thought it could be vault issue but switching off vault did not help
