SQL Developer folder deleted during Windows OJVM patch rollback

I have seen a behavior with the last several quarters' OJVM patches, but I cannot find any documentation on why or if others are experiencing it. On Windows, the new quarter's Database critical batch bundle has a conflict with the previous quarter's OJVM patch. When rolling back the OJVM patch, the sqldeveloper folder deployed into our dbhome folder is deleted.
