When using the iProcurement module to submit a Purchase Requisition, it goes into a "waiting" status

When using the iProcurement module to submit a Purchase Requisition, it goes into a "waiting" status. After a prolonged wait, the page eventually fails and displays the following error message: "No backend server available for connection: timed out after 10 seconds or idempotent set to OFF."
