Do I need to shut WebLogic services down to delete Inactive Patches?

Hi,

I need to delete inactive patches for weblogic server 12.2.1.4. on windows. I want to use >opatch util deleteinactivepatches. Do I need to shut the weblogic admin and managed server services down before proceeding?
