How to make change so List Elements and List Item Value are the same going forward?

Hello. A Popup List LOV was implemented some time ago. However, during updates, the List Elements and its corresponding List Item Value are no longer identical.

A response within the next 3 days would be most helpful.

Currently, List Elements are one value and List Item Value is another value or id. Can you provide step-by-step instruction on how best to get the Popup List LOVs back in sync. That is, so both the List Elements and List Item Value both contain the same information again; and any new records will also contain the same information?

I do not want to corrupt the application or database.
