12.2 cloning question on OL8

Just got our prod on-prem environment upgraded to 12.2..14 - yah! Now I need to start on the cloning process. I have done this lots in the past with 12.1.3.

Referring to Cloning Oracle E-Business Suite Release 12.2 with Multitenant Database Using Rapid Clone (Doc ID 2552208.1)

I am working on setting up the RDBMS on the clone server and running into issues with the ‘perl adcfgclone.pl dbTechStack’ step.

Now I have dealt with issues like this in 12.1.3 before as it tended to throw this error also:

WARNING: RC-50013: Fatal: Instantiate driver did not complete successfully.

From my old 12.1.3 notes I have do as below, yet the wget cmd does not seem to work anymore so just wondering if this is still valid?
