[Oracle KeyVault 21.9.0.0] ORA-28407: Hardware Security Module failed with PKCS#11

With the command : ADMINISTER KEY MANAGEMENT SET encryption key identified by "NULL" migrate using "oracle"
I got the error CKR_KEY_FUNCTION_NOT_PERMITTED(104) with Oracle Database 19.3.0.0.0
Can anyone help me solve this problem? Thank you !!
