US Address "Valid" City, County, State and ZIpcode not available causing too many issues

We only have Oracle payroll for Puerto RIco only (PR is under a US business group) so address are not used for any tax purposes et al. We have over 30k US workers.

**would like to do the same for Canada as well ~ but they are not as much of a factor for this issue

We would like to turn off address validation for the US as we are looking to have employees update address information in another source that will flow to HRMS and if we dont turn off validation we will have more issues than we need to deal with
