Is RPM pkg oracle-database-preinstall-19c-1.0-2.el8.x86_64 necessary before actual db install

After a new server with Oracle Linux 8.1 was built - do we have to install RPM package oracle-database-preinstall-19c-1.0-2.el8.x86_64 before actually database software installed etc? (Oracle 19c ) .

We are doing migration to Azure of a single Oracle database (not a container).

Advantages/Drawbacks?
