System pick incorrect exhange rate and date

Dear Experts,

"In last month's foreign currency purchase order (PO), we identified that the system selected the incorrect exchange rate on the PO distribution line. The PO creation date was 11-JUL-2024, but the system erroneously used the exchange rate from 17-JUL-2017, which is an incorrect behavior.

Please review the attached document and advise whether this is due to user error or a system bug."
