Ojdbc8.jar + Oracle DB 19c creating lot of inactive session in database

We recently upgraded database from 12 c to 19c and when we connect our web application using ojbc8.jar we are seeing lot of inactive sessions in db which keeps growing.

We dont see the issue if we use ojdbc6.jar
