"el9_5" packages are missing from the "ol9_x86_64_userspace_ksplice" ULN channel. Available when?

"el9_5" packages appear to be missing from the "ol9_x86_64_userspace_ksplice" ULN channel but are present in "ol9_x86_64_baseos_latest". This breaks some dependencies with our updates. When are the "el9_5" userspace ksplice packages expected to be available in ULN?

For us, specifically:
These packages for "openssl-libs" are present in "ol9_x86_64_baseos_latest":
openssl-libs-3.2.2-6.0.1.el9_5.i686
openssl-libs-3.2.2-6.0.1.el9_5.x86_64
The latest packages available in "ol9_x86_64_userspace_ksplice" for "openssl-libs" are:
openssl-libs-3.0.7-28.0.1.ksplice1.el9_4.i686
openssl-libs-3.0.7-28.0.1.ksplice1.el9_4.x86_64

This blocks updates for "perl-Net-SSLeay" from "ol9_x86_64_appstream" because of broken dependencies.
