After assigning a 'Machine' to 'Admin Server', it became impossible to activate other configuration

Dear Oracle Support,
I hope this message finds you well.

I assigned the 'Machine' TEST to the 'Admin Server' TEST and performed a WebLogic restart.
After that, I confirmed that the 'Machine' TEST was assigned to the 'Admin Server' TEST.
Since performing the above configuration, whenever I try to change other settings and activate the changes, the following error occurs.

Please advise on how to resolve this issue.
