ECC V13 throws unpacker exception during ECC Domain creation

I have installed many versions of ECC successfully, but the V13 installer on Oracle Linux 8 keeps throwing an unpacker exception after creating the wallet then does not expand directories within the ECC domain. EBS 12.2.14 is installed on the same host.

ECC Log directory is: /u01/oracle/crp122/ecc/Oracle/quickInstall/logs/ecc
