Notification to be send to budget approvers for Budgetary Control

Hi Experts,

We have a requirement to send the email notification to the budget approver, if their is no funds to raise purchase requisition or purchase orders.

Budget control will always be set to "Absolute", for project, business wants notification to be send to budget approver.

Can we use BPM, to achieve this requirement ?, If Yes, can you let us know, what BPM, we need to use ?
If no BPM, is their any report, we can use and send it to approver, i mean using BI Publisher ?
