Manufacturing WO activity rules defined yet user getting error message

Hello community!

has anyone else experienced this issue? A single user with proper action security to program P48013 and WO activity rules properly defined is getting "status not in status flow" error when attempting to update WO status to an allowed status in WO activity rules.
