Is there a way to set up different Purchase Order Pricing based on different Drop Ship locations?

Customer has a requirement for drop ship items that are purchased at different prices. Example:

1. Sales order created for item A, selling at $20, shipping to California.
2. Second sales order created for item A, selling at $20, shipping to New Jersey.
3. Purchase order created for California needs to be purchased from Supplier at $12.
4. Purchase order created for New Jersey need to be purchased from same Supplier at $15.
5. Drop Ships are run through the DRP inventory org.

How can something like that be set up?
