Permission based custom report

Hi All - Is it possible to create a custom report but data of custom report is permission based?

Let me give you a scenario:

We want to show the project budget, Estimation, project key roles in the custom report, so one row of report is for one project. Now, if someone runs this report we only want to show him the data for the projects where he have access. Is it possible?
