Enterprise manager physical memory usage

(sorry for the long intro, but wanted to lay the foundation first)

I have two servers, one OEL 7.9, one OEL 9.7. Same amount of memory, same file system sizes and formatting (per /etc/fstab). We are running the same version (19.25) on both EM databases. We are running 13.5.0.0 Enterprise Manager on the old box, 13.5.0.24 on the new server.

We are running monitoring on 8 production databases on the old server, and 4 test databases on the new server (we will eventually have everything on the new server).

I followed the following document for my EM settings:

My question: Why does the second server have 90-95% memory being gobbled up?
