How to display Notice description on the Notice tile?

Hello all,

We want to display the Expenses notice descriptions on the Expenses System Notices tile in place of just the notice titles. Any idea how to do it?

As far as I remember, it used to work before we applied PeopleTools patch 8.60.16 when we were on PeopleTools 8.60.06. We also simultaneously applied PUMs 42 to 51. Not sure if we are missing some setup or the combination of PeopleTools patching and PUMs caused it. Any help is greatly appreciated.
