Database 19c (19.18.0.0.0)

We are trying to update existing cost of an item using GMF_ACTUAL_COST_ADJUSTMENT_PUB.UPDATE_ACTUAL_COST_ADJUSTMENT but it is not working. There is no error or warning returned. Sample script is attached.
