Does Redhat 8.1 support Oracle 11.2.0.4 （RAC cluster）

we update redhat 7 to redhat 8.1, and can't start the oracle db, the error as :

SQL> STARTUP;

ORA-01078: failure in processing system parameters

ORA-01565: error in identifying file '+DATA/disq/spfiledisq.ora'

ORA-17503: ksfdopn:10 Failed to open file +DATA/disq/spfiledisq.ora

ORA-29701: unable to connect to Cluster Synchronization Service

and find the asmcmd can't use：
