Invalid Academic Program on Enrollment Request-Errors

We are beginning to see a lot of "Invalid Academic Program on Enrollment Request" (14640, 236) errors since we applied PUM 33. Does anyone know what is going on? Why does the enrollment engine suddenly care what Academic Program the enrollment was under. Our students change programs all the time (when they change their majors). This is really a major problem!
