why does Oracle 19.25 under Oracle Linux 7.9 still have ASRL issue with RH 5 default settings.

ORA-00445: background process "PPA3" did not start after 120 seconds

We have encountered ORA-00445 error randomly which resulted in ASM background processes hung or could not be restarted then CRS became crashed and the node reboot.

If an old version (12c or older) had such problem, but why 19.25 still encounters ORA-00445?

There is no special third party application.
