Hi,

When doing an opatch upgrade on window64 from 19.24.0.0 to 19.25.0.0 I am getting the following error and makes no sense as this has worked on every other upgrade I have done but fails on this one customer live site.

Have tried 3 times and had to rollback each time so anyone got any idea?

The drag_horizontal.png file is there and I have permissions on it.
