ST / OT unit cost not same after creation

We are using JDE inventory module with cost module 02 - Weight Average Cost, the are one main warehouse and 20 smaller warehouses, they are setup under one JDE company. We use ST / OT to transfer stock from main warehouse to the smaller warehouse. During ST creation, the unit price will be same as unit cost., and OT unit cost is same as ST unit price.

We encounter cases that after ST/OT created (with ST ship out material from main warehouse, and OT to receive material at other smaller warehouse), if before ST shipped and OT received, there is another PO raised and received with a new price, then the ST unit cost will be updated with the latest weight average cost, but the OT unit cost will not be updated. This will cause the inventory value deducted by ST is not same an inventory value received by OT. If there any way to ensure ST unit cost = OT unit cost for weight average.
